Good question... like if someone wins in Israel but at the cost of almost the whole population dying, I don't consider that a victory.
But if the goal is ultimately worthwhile, then I guess any cost. I'm going to use a Christian example (I apologize). Like Jesus having to be crucified and going through all that was a high cost but worth the "victory". (I'm iffy on the religion stuff but at least the stories are good ;) )
