It's called "Preventative Maintenance". If you know the punishment (you're gonna die) before you do the crime...
As for rehabilitating - why? It's costly and ineffective. Our jails and prisons are overcrowded as it is. We have people sitting on death row - who are getting COLLEGE DEGREES. WTF?!?

Jail and imprisonment are archaic, it should never have been about punishment... If we can't help people let go of the need to hate, or commit crime, we're pretty much stuck in the cycle of hurting each other forever.
Too many people in too small of a space. Doesn't look like it's gonna change any time too soon. (Not unless we have one kickass plague, cuz AIDS ain't doing it)
What you're talking about is science fiction. I wish you well on your endeavors to attempt to make the changes.
