I disagree. The Dutch Libertines won their independence from Spain and the Holy Roman Empire. Hells, I could give a ton of examples in the context of history. I had to write papers on them.

But those words inspired Locke, who inspired Jefferson, who inspired the French later on to revolt... on and on. A perfect chain of events and the power of words.
If our environment doesn't encourage us, then it is up to encourage ourselves. That's the light of the human spirit. Sometimes it takes hundreds of years, sometimes it takes a single lifetime. The real question is: Is it worth it to you to resist, or is it worth it to consent? And that answer will change depending on the people, the environment, and the events. It also depends on whether there is someone strong enough to show the way and take the risks for standing up - including loss of personal freedom and potentially life.
One man/woman may inspire, but it takes a group to carry the weight of his arguments in order to make the changes.
