I want to preface this by stating that I might have to go on a rant about this as we explore this because it's a question that, over the last 20 years, has stirred up much vitriol in my being.
The simple answer to this is because they're too nice. Too much of anything is bad, including being too nice. If you cow every time, people don't respect you. If you wait too long for the timing, you miss the window. If you go too slow, she'll think you aren't interested and move on to Patrick from Coupling.
It should be pointed out that assholes that finish last are also too much the asshole.
